I think some of this may be possible with the formula field, but not for all data types.

Both Lookups and Rollups have recently joined our Count field in being able to apply filters! See more details here:

Andy Craig This is definitely a very powerful feature !
We're already working on the specs since that's definitely something we need. Currently we have FILTER feature in the Assign To and Count fields and we'll be taking the same approach here.
Attaching the UI of the first round, most probably it's going to slightly change after some revisions but it's illustrating the approach that I've mentioned above.
