Date / Time format dissociate from Language choice

Hi there! In General Preferences > Local (as well as in Date Field), I'd like to dissociate the language used from the format date. In France, a lot of us use DD-MM-YYYY or DD/MM/YYYY. Right now, if I choose any of the French choices available, I'm stuck with D M YYYY. Of course I can switch to, say, Spanish, to get my DD/MM/YYYY but days and months will then show in Spanish. A simple improvement! All the best :)

Please let me choose how I want to deal with date, time, language etc. instead off being locked to the Locale settings. The Locale is built around som ISO standards, but this is not alway how it is used in several countries. I am from Norway, and you would think that the swedish or danish Locale would work, but it does not. For some reason the swedish Locale uses YYYY.MM.DD.
So I can not find a setting that gives me this:
English
HH:MM 24h
DD.MM.YYYY
Week starts monday

Similarly for South Africa - most people in South Africa use the DD/MM/YYYY -24h and not English (South Africa) (MM/DD/YYYY • 12h).
Would be very useful to have the option of both or change format to DD/MM/YYYY, as has recently been done for New Zealand.

In addition to the comments already listed...
The ability to set the Date | Time format should be part of roles & permissions - e.g. each User has the ability to determine how Date | Time should be displayed.
I definitely agree with the ability to set Time in 12h or 24h formats - I always use 24h - but it's not an option for US English.

There is no 24 hour clock for UK English in the Locale settings which is very odd.
It is much clearer to work to 24 hour clock, and I'd like this as a UK English option please

There is no option to chose Israel as a local in general preferences settings. And it's would be great to add to it 24h, and not 12h that is not really used here.
