Show Export When Toolbar Hidden in Shared View

Show the three Horizontal dots, which allow the options for Full Screen, Print, Export and Copy Link, when the toolbar display is hidden in a shared view
Currently, the three horizontal dots are only available when the toolbar is shown and is hidden when the toolbar display is hidden in a shared view.

Just had this same issue, would like the viewer/client to have option to export the visible data but NOT have access to the toolbar options at all.
IF not possible, can we at least get a note in the SHARE VIEW settings highlighting that data export is only available when displaying toolbar. Thought I was going crazy, refreshing trying to find the export option.
